French EPR registration for household packaging and paper

France's household-packaging and graphic-paper EPR stream covers household packaging around products, including relevant ecommerce shipping materials, and qualifying printed or printable paper. Product scope and the liable producer must be checked separately. Professional packaging follows a different perimeter and is not automatically covered by this service.

From €59 / stream / year
  • Léko registration and UIN/IDU support
  • Declaration calendar and evidence tracking
  • Household-packaging and graphic-paper stream only

Prices exclude VAT and the eco-contributions you pay to the eco-organisms.

Who it concerns

  • Brands, importers and ecommerce sellers placing packaged products on the French household market.
  • Businesses adding parcel boxes, mailers, bags, filler or other packaging for French consumers.
  • Businesses placing qualifying graphic paper on the French market.
  • Foreign producers that need a French EPR registration and UIN/IDU for marketplace or customer checks.

How we help

We confirm the household-packaging and graphic-paper perimeter, identify the producer entity, complete the Léko onboarding route we provide, obtain and verify the UIN/IDU, and set up the declaration evidence. This service does not include registration with other packaging schemes, and we do not treat the postponed wider professional-packaging rollout as already operative.

What's included

  • Household-packaging and graphic-paper scope review
  • Producer-entity and market-placement review
  • Léko registration and contract support
  • UIN/IDU collection and entity matching
  • Declaration data checklist and calendar
  • Registration, contribution and marketplace evidence stored in VAT EPR EXPERT FRANCE

What to prepare

Documents and source data

  • Company registration and producer-entity details
  • French sales channels and activity start date
  • Product, parcel and transport-packaging list by material
  • Graphic-paper types and quantities, where applicable
  • Historic French volumes, declarations and identifiers, if any

Process

A controlled path from review to evidence

  1. 1

    Separate household and professional packaging

Confirm the packaging destination and current perimeter instead of assuming every package follows the same stream.

  2. 2

    Identify the liable producer

Review who packs, imports, sells directly or causes the paper or packaging to be placed on the French market.

  3. 3

    Complete the Léko route

Prepare the entity, contract and onboarding evidence for the household-packaging and graphic-paper service we provide.

  4. 4

Collect the IDU and set reporting

Match the identifier to the legal entity, record the declaration method and retain contribution evidence.

Practical scenario

Example: a foreign seller adds a parcel box and paper insert

The retail packaging, parcel box, filler and qualifying paper insert are mapped to the household-packaging and graphic-paper stream. The producer analysis then determines which entity must register and which quantities belong in the Léko declaration.

Questions

Do ecommerce shipping boxes and filler count?
They commonly fall within the household-packaging review when they are used for products supplied to French consumers. We confirm the packaging, destination and liable entity before registration.
Does this page cover all professional packaging?
No. Professional packaging has a distinct legal perimeter. The announced broader rollout was postponed, so we assess the current rules instead of assuming every business-to-business package is already in scope.
How quickly will I receive the UIN/IDU?
Léko states that an identifier can be issued within days after a compliant onboarding, but timing depends on the complete file, contract and eco-organism processing. We do not guarantee a marketplace or authority deadline.
