Amazon France EPR: Pay on Behalf or Your Own UIN?

Amazon France EPR is no longer a simple choice between paying Amazon and obtaining your own registration. In France, IDU is the official acronym for identifiant unique and UIN is its English translation: they are the same French number. Amazon uses EPR Registration Number, shortened to ERN, as a cross-country label. ERN is not an additional French number: for a French stream, the accepted IDU/UIN is the ERN Amazon requests. Amazon's public service page says EPR Pay on Behalf can report and pay eco-contributions for covered Amazon-store sales, then debit the service fee and contributions from the seller account. A seller-owned route registers the producer with the relevant French schemes and gives that legal entity control of its IDUs/UINs, declarations and evidence across sales channels. The practical decision is therefore who owns the registration, which sales and schemes each route covers, and who controls the data after the first charge or filing.

Quick answer

Amazon says it automatically enrols sellers in EPR Pay on Behalf where the service is available if they sell EPR products without a valid registration number. For 2026, Amazon announced a €25 annual service fee per EPR category in France, plus the variable eco-contributions it pays and recharges. That route is tied to enrolled categories and Amazon-store sales. Your own French IDU/UIN route registers the exact producer entity, supports declarations across its channels and gives the seller direct control of scheme evidence, but it requires registration and ongoing administration. ERN means EPR Registration Number in Amazon's cross-country wording. French law has required each producer subject to an EPR scheme to hold an IDU/UIN for that scheme since 1 January 2022. The 12 August 2026 date concerns PPWR application and Amazon's packaging workflow; it does not create France's IDU obligation for the first time.

First decode ERN, IDU, UIN, EPR and PPWR

The same registration is described with different labels. French law and ADEME use IDU. English-language guidance translates it as UIN. Amazon's July 2026 announcement uses ERN as a generic label for the national EPR registration number. For France, do not order or search for a second ERN after obtaining the accepted IDU/UIN for the same producer and stream.

The identifier remains specific to the legal entity and EPR stream. A packaging IDU does not replace an electrical-equipment or battery IDU, and a French number does not replace the registration required in another country.

France: one identifier, two languages

IDU in French and UIN in English name the same ADEME identifier. ERN is Amazon's broader label for the local registration number it asks the seller to submit.

Amazon France EPR is not a binary choice after August 2026

French Article L541-10-9 makes an electronic interface responsible for covered third-party sales when it cannot evidence that the seller has already met the applicable EPR obligations. A French UIN issued for the products is deemed evidence of the third party's compliance for this marketplace rule. Amazon's Pay on Behalf programme is an operating response to that fallback, not a replacement definition of the producer.

Amazon's public environmental-compliance page says sellers without a valid EPR registration number can be enrolled automatically where Pay on Behalf is available. For France, that accepted number is the relevant IDU/UIN. Amazon then reports to selected producer responsibility organisations, pays eco-contributions for the Amazon-store sales in the programme and charges the seller account. The seller-owned route instead starts with the producer's own registrations and scheme accounts.

Packaging changes the apparent either-or decision. The PPWR applies from 12 August 2026 and requires registration before a producer first makes packaging or packaged products available in a Member State. Amazon's July 2026 notice uses ERN for that national registration number. In France, this means the accepted packaging IDU/UIN; in Spain, it means the Spanish national registration. A packaging seller may therefore need its own local registration even if Amazon continues to operate the contribution reporting for Amazon sales.

What Amazon EPR Pay on Behalf covers and leaves open

Amazon describes four core steps: automatic enrolment where applicable, generation and submission of EPR reports, payment of eco-contributions and invoicing of both the service and the external contributions. It also says the contribution is calculated from sales volume or weight using the rate of the approved producer responsibility organisation. The current dashboard remains the source for the categories, pricing cycle and calculations actually applied to a seller account.

The public description is explicitly linked to sales in Amazon stores. It does not say that the programme reports a seller's Shopify, wholesale, other marketplace or direct B2B sales. It also does not convert an Amazon debit into a seller-owned UIN. Reconcile every enrolled category to the legal entity, Amazon store, reporting period, ASIN mapping and invoice before treating the charge as complete evidence.

Amazon's 2025 policy update adds cash-flow and control points. Amazon says it may hold service fees and eco-contributions in reserve, make additional charges outside the reporting cycle after regulatory recalculations, and share legally required sales and product data with environmental organisations. A seller using the programme needs enough retained data to reproduce the calculation and challenge an incorrect product category or quantity.

  • Record every category shown as enrolled, pending, accepted or rejected.
  • Download the ASIN-level calculation and reporting-period detail.
  • Separate the annual Amazon service fee from variable eco-contributions.
  • Map every sale outside Amazon because the public programme description does not cover it.

A debit is not the same as a seller-owned UIN

Pay on Behalf can be valid evidence for the Amazon sales it covers, but the seller must not publish Amazon's identifier as its own or assume the charge creates registrations for other channels.

What the seller-owned French UIN route controls

Under the seller-owned route, the producer joins the relevant approved eco-organisation or operates an approved individual system, and ADEME issues one IDU for each registered entity and EPR scheme. The seller can verify the identifier in ADEME's public dataset and submit it to Amazon for the exact category. Registration does not eliminate declarations or eco-contributions; it assigns them to a controlled producer account.

This route is normally easier to reconcile across Amazon, another marketplace, the seller's own website and wholesale activity because one controlled French market-placement dataset can feed the required scheme declarations. It also gives the producer direct access to contribution invoices, filing receipts, product codes and correction history rather than leaving the evidence only in a marketplace dashboard.

A foreign seller must still determine whether representation or a France-established mandataire is required for the relevant scheme and date. Compare Amazon France EPR fees on the same scope

Amazon announced that from 1 January 2026 its France Pay on Behalf service fee is €25 per year for each EPR category. It removed the previous 3% variable service component for France. The external eco-contributions remain additional and vary with the programme's product and sales calculation. Amazon's announcement also states that separate registration numbers are needed for each category and store when a seller uses a valid number to leave the service. This commercial policy was checked against Amazon's official announcement on 11 August 2026.

The headline amounts are not like-for-like. Amazon's service fee operates its covered Amazon-store reporting and payment route. The seller-owned fee establishes and administers the producer's registration and continuing scheme position across the agreed scope. The 12 August 2026 packaging IDU/UIN changes the Amazon route

The PPWR applies from 12 August 2026. It requires producer registration and states that online platforms must obtain registration information from producers offering packaging or packaged products to consumers before allowing them to use the service. The Commission's June 2026 guidance confirms the regulation's application date. Separately, France's IDU/UIN duty under Article L541-10-13 has applied since 1 January 2022; August 2026 changes the PPWR and Amazon workflow, not the original French legal start date.

Amazon's July 2026 announcement calls the required national number an ERN. For France, this is the accepted packaging IDU/UIN; it is not a second identifier. Amazon directs sellers who need a number to Account Health, Regulatory Compliance, the current Packaging EPR France issue and the registration-help option. If a seller already has a valid French packaging IDU/UIN and takes no action before 12 August, Amazon says it will submit that number and keep the seller enrolled in Pay on Behalf.

This notice means that owning a valid packaging number and using Pay on Behalf can coexist. It also means that submitting a number cannot be treated as proof of programme exit in every account. Packaging is now a registration-plus-operations decision

After the PPWR change, the useful comparison is not registration versus Pay on Behalf. It is who secures and controls the number, and whether Amazon or the producer operates the covered declarations.

Choose the Amazon France EPR route by channel and control

Start with the producer entity, applicable schemes and complete French sales footprint. A small Amazon-only seller may value the programme's automated Amazon-sales calculation. A multichannel seller may value one controlled producer dataset and direct scheme evidence. Packaging registration from 12 August narrows the difference because a number may be required under either operating model.

Do not choose from the annual service fee alone. A lower operating fee can still leave registration, another channel, a mandataire, incorrect ASIN classification or historic corrections unresolved. A broader managed route can also be unnecessary if the account truly has one covered channel, clean product data and no obligation outside the programme.

Control the decision in Seller Central and ADEME

Use current account evidence because Amazon can change programme coverage, actions and cycles. The July 2026 packaging notice sends sellers to Account Health, Regulatory Compliance and the live Packaging EPR France issue for registration support.

Validate any seller-owned French number independently. ADEME publishes the producer and IDU dataset and explains that the identifier belongs to the registered producer and scheme. The legal entity in ADEME, the Amazon seller entity, the store and the category should align. A green Amazon status for one category is not evidence for another category or company.

Worked example: rechargeable lamps on Amazon and Shopify

Assume one German company sells rechargeable desk lamps to French consumers through Amazon.fr and its own Shopify store. Initial product analysis identifies three candidate streams: electrical equipment for the lamp, batteries for the rechargeable cell and household packaging for the packaged sale. This is an illustrative operating example, not a client result.

If the Amazon account shows Pay on Behalf enrolment for a category, Amazon can operate the contribution calculation for the covered Amazon-store sales under the current programme. It does not report the Shopify sales described in the public scope. From 12 August 2026, the company also needs an accepted French packaging IDU/UIN to continue the packaging service.

A seller-owned route can place Amazon and Shopify quantities in one controlled dataset per scheme, then submit the resulting identifiers to Amazon. The decision still requires checking the programme status for all three categories, avoiding duplicate reporting and comparing the total service scope rather than multiplying only the headline fees.

Do not report the same Amazon units twice

A hybrid can be valid, but its operating map must assign each category, channel and period to one declaration route and reconcile later corrections.

Review Amazon France EPR evidence every reporting year

Neither route is set-and-forget. Recheck the seller entity, catalogue, categories, French channels, Amazon enrolment, current fees, PPWR registration status and eco-organisation schedules at least annually and whenever the business changes. Amazon's policy expressly allows reserves and later recalculations, while a seller-owned scheme can also require corrections when product codes or quantities change.

Keep Amazon account notices, dashboard exports and invoices separate from ADEME records, eco-organisation contracts, filings and payments.
